Hobbs pulls Williams in close to his closed guard and prevents Williams from doing any damage or advancing position.
This is a sustained period of stalling by Hobbs.
Williams must be cautious of submissions here, given that his opponent has the superior Jiu Jitsu.

Hobbs is working actively from the bottom, looking for submissions. He's escaped his hips to the side and he's going for an armbar! Williams has his hands clasped together but Hobbs extends and breaks Williams's desperate grasp, forcing a tap out due to armbar! Nice BJJ displayed there by Hobbs.
