Fish keeps the fight on the outside.
Fish appears to be looking for a counter takedown.

Kulik is working for the choke. I would put my money on him to finish from this position. He's rolled onto his back and has dragged Fish with him. Fish is trying to defend but Kulik has an arm under the chin now! Fish grimaces and is forced to tap out!
