0 - 0 - 0, fighting out of Hilo, Steel Penn! The judges for this bout are Shigeki Fujiwara, Yasuomi Hirokawa and Yukihiro Shimada.
The bell rings for round one and we are underway! O Neill shoots in and bounces Penn off the cage to secure the takedown into guard. Penn is controlling O Neill's posture. We could do with one of the fighters taking the initiative a bit more on the ground - they're both waiting to capitalize on a mistake. O Neill throwing elbows and punches but not connecting, as Penn works some decent striking defense from the bottom. Penn working a defensive guard here.

The ref stands the fighters back up. Steel Penn was stalling too much, according to the referee. Excellent takedown into side control there by Penn. Penn goes for an armbar here - this could be all over! But no, O Neill has escaped beautifully and is now on top in side control! Oh, that's unlucky for Penn but great work by O Neill. The ref warns both fighters not to hold the cage as they work up against the meshing. O Neill trying to control the position but Penn is working away. The fighters are pressed up against the cage, both looking to find a bit of space to work. O Neill tries to land with some ground and pound but misses.
That's two minutes gone in the round. O Neill is trying to ground and pound but Penn uses the momentary lack of control by O Neill to regain half guard. O Neill sitting in half guard, looking to land shots. Penn defending well though. O Neill not landing any meaningful shots this time. Penn is looking to control O Neill's leg but it's slowly edging free. Can Penn avoid being mounted?
That's three minutes gone in the round. O Neill is looking to take a break and control but Penn is keeping him honest, looking to work from the bottom. O Neill sitting in half guard, looking to land shots. Penn defending well though. O Neill wants to lay and pray for a moment but Penn keeps working.
Martin O Neill has forced the referee to step in and bring the fight back to the feet. O Neill scores a trip takedown into side control. Nice.
That's four minutes gone in the round. Penn is positioning himself to get back to half guard. O Neill connects with a decent looking elbow from side control that caused Penn some visible discomfort.
O Neill is trying to ground and pound but Penn uses the momentary lack of control by O Neill to regain half guard. Penn avoiding damage under a succession of punches from O Neill.
That's five minutes gone in the round. O Neill seems very keen to just sit and control from half guard but Penn does not like that idea so much and is remaining active off his back. O Neill looks over to his corner - he wants some instructions but his corner are not responding. It looks like the ref is thinking about a standup. O Neill trying to control the action but Penn is working from the bottom.
That's six minutes gone in the round. A lull in the action here being met with boos from the crowd.
We're going to have a standup here because Martin O Neill wasn't active enough for the referee's liking. Penn tries to sprawl but O Neill drives through with a takedown into half guard. O Neill is looking for the mount but instead finds himself back in full guard. Penn is trying to control the position but O Neill postures up. Penn is adopting a defensive guard. O Neill trying to control the position from guard on top but Penn is wriggling around, looking for whatever he can.

The referee decides to stand the fighters back up, due to lack of activity on the part of Martin O Neill. Penn shoots for a double leg takedown but O Neill sprawls well. He's pushed Penn's face into the mat and manages to get back to his feet relatively easily. Horrible takedown by Penn or perhaps it was just good defense by O Neill which made him look bad. O Neill scores with a takedown into Penn's guard. O Neill is looking to advance position but Penn has hit a scissor sweep - now he's on top in mount! O Neill sneaks a leg under to get to half guard.
That's eight minutes gone in the round. Penn is thinking about going for an arm triangle but he can't free his leg.
Penn is looking to take a break and control but O Neill is keeping him honest, looking to work from the bottom. Penn is working for submissions here but there's nothing on.
O Neill works his way to full guard. Good work.
That's nine minutes gone in the round. Penn is sitting in close to O Neill's body. O Neill has gone for a guillotine from the bottom. Oh damn, that looks pretty tight! Penn is panicking - it looks like this one could be all over! Yes, Penn is tapping! That was a very nice submission by O Neill.
